ABSTRACT

On the whole the variables are quite easy to enumerate, but all are treated in the development appraisal as having an equal weight, and a single value. However, both subjectively and objectively this is not necessarily the case and attention should be given to means by which the sensitivity of the outcome to changes in the variables may be assessed. But equally, practically, these assessments made it possible to look at an otherwise traditional development appraisal in a somewhat different way. The almost ubiquitous availability of computers means that much less restrictive and more extensive models of development appraisal including sensitivity and scenario types of analysis can be used with relatively little computing expertise on the part of the average professional user. Many of these models come as part of 'packaged' development appraisal software, and a number of these packages with varying levels of sophistication are available.
