ABSTRACT
However, covers are no more than containment systems, whose failure can have serious consequences for the planned re-use of a piece of land. The apparent simplicity of covers often seems to have obscured this critical point, and it is quite rare to find clean cover designs fully justified, to have design lives detailed, and to be given specified efficiencies and factors of safety. Consideration of the predictable failure modes that can affect covers is also often absent.
