Caravan Sites and Control of Development Act 1969 This Act gave local authorities new powers to control caravan sites, including a requirement that all caravan sites had to be licensed before they could start operating (thus partly closing loopholes in the planning and public health legislation). These controls over caravan sites operate in addition to the normal planning system; so both planning

permission and a licence have to be obtained. Most of the Act dealt with control, but local authorities were given wide powers to provide caravan sites.
