ABSTRACT
Most of the increase in protection after 1974, particularly by industrial countries, was not in tariffs. The restrictions imposed by the GATT system (and in some cases regional organisations) on the permitted level of tariffs, on autonomous national changes, and on discrimination among suppliers, led to a search for substitutes.
