So the Tory approach is both more selective and less dependent on the State. We desperately want to end hardship but because our resources are limited we shall end it the sooner if we concentrate our efforts and the taxpayers' money on those in need and if we try wherever possible to help people to help themselves. To us selfhelp and voluntary action are more desirable and more likely where practicable to be effective than State intervention.
