ABSTRACT
The first of these is a self-denying ordinance: that they should be willing to place further ameliorative measures in their order of priority after, and not before, the socialization of industry—or, to put the same point in a more extreme form, that they should be willing to reduce their social service proposals to the minimum consistent with the retention of political power in order to pursue more actively the transfer of industrial ownership.
