ABSTRACT
The National Curriculum Council (NCC, 1990) suggested that some aspects of the curriculum were not sufficiently explicit in the National Curriculum Orders and yet permeate all the separate areas of experience. To this end, the NCC suggested a Whole Curriculum framework in which the National Curriculum could be embedded. The NCC identified three whole curriculum elements: cross-curricular dimensions, themes, and skills.
