ABSTRACT
CABOTAGE is the system whereby transport providers may offer services in the domestic market of another Member State. As part of the European Communities’ (EC) road transport policy, the Council of Ministers agreed in 1993 on measures including a common tax system for heavy goods vehicles using EC roads, which led to full liberalization of road cabotage by 1998. Since then efforts have focused on promoting cabotage on the rail network and within shipping.
