In the early months of 1986, in fact, soon after Wilton Park had celebrated its 40th Anniversary, it had suddenly become, once again, the focus of official scrutiny. By no means all of this was hostile. In January, the MRS official spent a day at Wiston House. After talking with those in charge, he saw that the institution found it hard to fit into the FCO’s categories and rules. On February 18 he proposed to the Head of Information Department, that a Review Officer conduct an inquiry into greater flexibility for Wilton Park, beginning on Monday, March 24.
