The gains achieved by Serbs at Dayton were substantial in the circumstances, including the lifting of most sanctions against the FRY,2 which prompted a rush by a number of European companies to exploit the new opportunities for business with Serbia. The ‘famous’ (or, some would say, infamous) breakfast referred to above was amongst the most fateful of these, since it contributed to replenishing the coffers of the Milosevic regime to the tune of $1 billion at a time when his regime was threatened with collapse.3
