ABSTRACT
On 1 January 1921, the naval delegates at the VIIth Congress of Soviets in Moscow convened for a separate session to discuss the navy’s future. In view of Russia’s economic plight, they found that the construction of new and modern ships had to be postponed until older units had been repaired and the country’s naval infrastructure restored.1
