ABSTRACT

The empirical analysis in the previous two chapters has identified a series of patterns of actor behaviour in the 1990s which has altered the political landscape of both Wales and Saxony-if not beyond recognition, at least sufficient to postulate that a change in the nature of the two states concerned, the UK and Germany, has begun. This chapter discusses to what extent the hypotheses concerning this process, outlined in Chapter 1, hold some explanatory power, contributing to our understanding of these changes.
