This case-study of the former Yugoslavia considers the UN as protector of human rights rather than provider of a military interpositioned force. The issues are humanitarian. The questions to be examined are, first, how is it that the conflict has become an “ethnic contest”? Then, in what ways is the UN attempting to help a flood of displaced people? Thirdly, what are the arguments current in the world community for some type of forcible intervention? Finally, and in brief, we take a look at the prospects for reconciling the warring factions and reasserting human rights.
