ABSTRACT

The aim of this concluding chapter is to show in greater detail how the American Citizens’ Foundation (ACF) can be usefully deployed in the real world. That, however, will require some prior attention to the policy history of the issue. We choose health care-a controversial issue that, at the time of this writing, remains stubbornly unresolved-because it is a classic policy partnership question: complex, not in fullblown crisis, but of great and increasing personal concern to a large majority of the American people who have waited a long time to get the problem solved.
