ABSTRACT
All legislation and most other forms of policy action involve bargaining among presidents, members of Congress, and other elites. In other words, leader bargains happen all the time (Dahl 1998, 113). What varies are the nature and the extent of public influence on the evolution of any particular policy bargain at each important stage: problem definition, review of solution options, and choice of policy action.
