ABSTRACT
The developments of early region-building, the AEPS, the Arctic Council and its conflict-ridden sustainable development program as well as the University of the Arctic have indicated some of the disagreements over the discourse on the region and its selected environmental and traditional indigenous foci. It has been suggested that there are differences in the emphasis given to Arctic development, and in the context in which different states see the Arctic.
