ABSTRACT

In addition to freedom of speech, as discussed in Chapter 6, the First Amendment to the United States Constitution guarantees, in part: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof . . .” (U.S. Constitution, Amendment I). Since the origins of the public school movement, the issue of religion has been a concern for public education (Yudof, Kirp, Levin, & Moran, 2002).
