ABSTRACT

If resilience is a resource, then adaptive capacities are the well from which the fount flows. Adaptive capacities are the strengths that enable a community to ideally prevent a disaster or to effectively respond and recover if a disaster occurs. They are largely manipulable by a community in that capacity can be shaped by policies and programs if there is the political will to do so. This means that adaptive capacities as a source of resilience can be cultivated locally, which is incredibly promising for emergency management.
