ABSTRACT

The national survey of the field of performance measurement in English planning provides the subject matter for this chapter. The survey was undertaken both to gauge the state of play in English planning practice and as a backdrop for the more detailed case study work to come. The chapter is in five sections. The first introduces the national survey and briefly describes its components and the rationale behind the survey methodology. The remaining sections focus on the results of a cross-authority analysis and seek to shed light on the patterns of performance measurement practice that emerge. First, the broad approaches to performance measurement and management are identified; second, the scope of quality measurement is discussed; and third, key issues of skills and resources are explored which underpin local authority priorities. A number of overarching conclusions complete the chapter.
