ABSTRACT

A low carbon future has been declared a priority by recent UK governments of different political persuasions. This is deemed crucial to secure the strategic resources necessary to support the UK's economic competitiveness and growth, and also to meet international and unilaterally declared carbon emissions targets. The timeframes for the transition to a low carbon future are sketched out to 2020 and 2050 in UK climate change legislation and in national transition plans (HM Government, 2011; DECC, 2008, 2009).
