ABSTRACT

‘Governance’ has become a fashionable term, especially when ‘good’ is used to qualify it. However, the concept has remained difficult to define, with attempts leading to as many definitions as there are researchers (Blundo and Le Meur, 2008; Hufty, 2009). Three aspects of governance can be distinguished in the literature: governance as a broader term than government; governance as a set of rules and processes; and governance as an analytical framework. Regardless, it usually refers to the co-ordination, regulation or steering of affairs between actors, in specific sectors (e.g., environment) or in a city, such as in urban governance (Hufty, 2009; Nuissl and Heinrichs, 2011, p. 47).
