ABSTRACT

IAEA 23 was the first inspection mission in 1994, the year the Agency established a permanent presence in Iraq. The inspection team took up the task, together with the Iraqis, of improving the Iraqi reports related to the OMV that is information requirements about facilities, installations and sites. By August 1994, the IAEA was technically ready to implement the OMV plan. This resulted in the permanent presence of the IAEA in Baghdad, and dramatically changed the Action Team’s work. During the first four months of the IAEA permanent presence, from August until the end of 1994, 16 inspectors visited a total of 118 sites. The Iraqi side had adapted to the new inspection patterns and resigned itself to cooperating even with UNSCOM in the implementation of the OMV plan though still adhering to the four concealment principles formulated by Tariq Aziz. Starting in August/September 1993, there were several rounds of high-level technical talks.
