ABSTRACT
Michael Hardt and Antonio Negri argue in Empire that the fact that global capital has undermined the sovereignty of nation-states does not mean that sovereignty no longer operates. Rather, sovereignty has become displaced from the nation-state to the global level. “Empire” describes this new mode of global sovereignty. When the police act to protect this global order, whether in Vancouver, Seattle, Washington, D.C., or Genoa, they act on behalf of Empire.
