ABSTRACT

In moving from principles for sustainable urban development towards policies, this chapter concentrates on two broad approaches to policy making and policy implementation, environmental impact assessment (EIA) and economic policy instruments. The main rationale for choosing the two tools highlighted here is that they help illustrate many of the points made in the previous chapter, whilst also illustrating some of the interconnections between the different guiding principles. The analysis also seeks to demonstrate how these two policy approaches can be successfully combined with other approaches to environmental management: as one of the guiding principles in Chapter Six noted, it is important to emphasise flexibility in devising and applying combinations of policy instruments.
