ABSTRACT
Estonia’s failure to elect a president in the three rounds of voting should not have come as a surprise to those who followed the bizarre nomination of two separate candidates by the governing coalition more than a month ago. In July Tiit Vahi’s Coalition Party sided with Reform Party choice Lennart Meri, while the Rural Union supported Arnold Ruutel.
