ABSTRACT
One simple meaning of the word ‘responsible’ is ‘mechanical cause’. As when we say that a cold spell in winter is responsible for the deaths of birds, so we may note that larger states are more responsible for the way in which the diplomatic dialogue is conducted and the way in which the system operates than smaller ones are, without saying anything about the intentions of states or making any moral judgement.
