ABSTRACT

Chapter 7 opens a new arena for the disaster managers and policy makers, presenting the factors affecting the implementation of prevailing disaster management plans. It identifies the importance of considering gender aspects of vulnerability in disaster management plans and discusses recommendations from the local people and responders. The chapter describes the experiences of the responders and victims at the field level and reveals the gaps, constraints and challenges in responding to emergencies and distributing relief during the post-disaster period. Factors affecting response programmes during post-disaster periods are presented in a diagram.
