ABSTRACT

Chapter 11 analyses the current statist approach to food security and energy security in China. It is a unique study since China has both energy security and food security as its priority. Therefore, the chapter examines the interplay of the Constitution, Five Year Plans, the Basic Farmland Protection Regulation of 1994 and land laws as the regulatory basis for conversion of land within farmland districts deemed ‘unavoidable to build national projects’, in order to develop much needed shale gas. The chapter delves into the land issues facing China, and how the attainment of food security and energy security will prove challenging to China in the years to come.
