Many organizations supplying aid are in competition with one another, whatever their legal status, and there is no point in considering an imposed integration. The suppliers of aid are unlikely to be more eager for adaptability than anyone else. There were four main stages in the aid user process and four main stages in the aid supply process. The first stage for the user was concerned with the selection of problems requiring aid. The second stage of the user cycle was ‘finding aid’ whilst the second stage in the supplier’s sequence was ‘becoming qualified as a supplier of aid’. The third stage was concerned for the user with ‘the internal organization for dealing with aid’ and for the supplier with ‘carrying out the aid project’. The fourth stage for both the user and the supplier was concerned with ‘terminating the aid relationship’, and there is no need for any other label.
