ABSTRACT
The political history of education, that is the history of the acceptance of education as one of the duties of the state, runs through the early years of the century parallel with, but distinct from, the history of education as a humanitarian ideal. The first field in which it seemed that education was the concern of the state was in the administration of the Poor Law.
