The complaints against the unyielding attitude of the waterways were translated into action in 1822. One possibility was the construction of a ship canal from the Dee estuary to Manchester: a project was set in motion; it remained active until its defeat in parliament in 1825. But a much more effective plan was for a railway to link Liverpool and Manchester.
