ABSTRACT

The chapter explains the likelihood that the governments of the United States and other nation-states that implements a system of distributed security to control cyberthreats. It explores how the United States could incorporate at least some level of civilian participation into the cyberthreat control process. The chapter focuses on the United States because the author is familiar with it and has one of the largest and most complex threat control structures in the world. The chapter outlines an alternative that is as close to a purely bottom-up approach to cyberthreat control as devised. It also outlines the third and final approach explored in this chapter. Due to the joint effects of non-tech-mediated globalization and the technology examined in this chapter, nation-states are in decline and will ultimately be replaced by the private corporation.
