ABSTRACT

The perspective advanced by the International Civil Aviation Organization (ICAO) is that, contrary to the 'safety stereotype', safety is not the only priority of aviation organization; rather, safety management must necessarily be balanced against production objectives. The international procedures for accident investigation are contained in the ICAO Manual of Aircraft Accident and Incident Investigation. The investigation of aircraft accidents and incidents can have a significant impact upon the development of more effective safety systems. The management of safety should be viewed by those responsible and accountable under the legislation as another organizational process that allows aviation organizations to achieve their business objectives through the delivery of their services. An Emergency Response Plan (ERP) should be established as part of the overall risk management strategies of the organization to provide specific procedures and processes in the occurrence of a major incident or accident or some other 'event' or 'occurrence' that may adversely impact upon the aviation organization's operations.
