ABSTRACT
In evaluating the role ofdevelopment officials ,as agents ofchange, it is necessary to consider a series of related questions. Viewing the administrative machine as a whole, it is essential to examine its organizational and operational suitability for the task that it has been called upon to undertake. In this connexion the problems of communication, both inside the administration of a Community Project, and between the Projects on the one hand and the people on the other, also merit attention. Problems connected with the orientation and training of the individuals who constitute this machine demand special scrutiny as the effectiveness of the plans depends in a large measure on the success of the officials in adapting themselves to their new role and functions. The questions of practical programme planning, especially those of timing and balance, can be of crucial
significance in determining the ultimate success or failure of the development plans.
