ABSTRACT

Military and civilian operations are increasingly reliant upon automated and semi-automated systems both in peacetime and wartime given the rapid accumulation of technology at their disposal. Leaps in space technologies commencing in the twentieth century have put the development of space weapons within the realm of possibility for several States. In 1995 as the twentieth century drew to a close the US released its New World Vistas: Air and Space Power for the 21st Century Report. It is largely not in question that military powers are developing offensive information operations as a tool for their military commanders as evidenced by changing military doctrines, rules of engagement and tactics. The development of offensive counter-space capabilities seeks to provide military commanders with new combat tools. The essence is that attacks via outer and cyber space are designed to disrupt, deny, degrade, or destroy information.
