ABSTRACT
It may now be asked what relationship this British experience has to the experiences of other countries, and especially to America where the term ‘urban crises’ has gained most currency. Is there some pattern common to the development of all cities with regard to black-white relations or is the experience of each country historically distinct? We begin our answer by pointing to the contrast between British and American conditions.
