ABSTRACT

In The Times of April 29, 1901, Robinson expressed his interest in the proposal to amend the irksome Standing Order 29 of the Tramways Act of 1870. This was the order that provided that a tramway Bill promoter had to show formal assents of the local bodies concerned, representing not less than two-thirds of the mileage of continuous lines proposed. If, for instance, a line were proposed to run through the area of authorities A, B, C, D and E, the scheme could be wrecked by D's opposition, even if the rest had assented.
