ABSTRACT
THE foregoing chapters (two to six) attempt a picture of how the welfare services are administered in Greater London today. The effect on the mind of the detached observer may well be rather like that produced by prehistoric cave paintings. They are remarkable overall, individual achievements are outstanding, but the general impression is of confusion, with breaks here and overpaintings there.
