ABSTRACT
Considerations of space make it impossible for me to deal with all the other services which have suffered in one way or another from the mismanagement and neglect of London by Parliament during the 19th and 20th centuries. It is necessary to select; and I have therefore concentrated on some of the principal functions—in particular, those in connection with which a public authority has sooner or later been established.
