ABSTRACT
Prior to 1855 there was no administrative machinery of any kind responsible for the local government of the metropolis as a whole. All that existed, outside the narrow limits of the City, were about three hundred parochial boards operating under as many separate Acts of Parliament, and comprising more than 10,000 members. Some districts were entirely lacking in any sort of administrative control whatever. 1
