ABSTRACT
The importance of using an integrated transportation–location simulation package for policy analysis was clearly demonstrated in the results from this set of runs. The simulations described were performed with the intention of demonstrating the usefulness of the method, as well as the potential effects of several possible policy options. All of these results taken together demonstrated considerable potential for policy alterations in the transportation – location system, and at the same time suggest the considerable complexity of the interactions and the consequent need for systematic, integrated analysis of any proposed policy actions. If the intent of these policy simulations had been to produce precise estimates for an actual policy decision it would have been necessary, despite the difficulties in obtaining data, to establish a set of value–of–time relationships before proceeding with the analyses. The most important point learned from the first project, however, was that the testing of policy with urban land–use and transportation models.
