ABSTRACT

HOW DO THE PEOPLE in the modern community take care of themselves, and what happens when they are unable to take care of themselves? We are moving away from that kind of industrial urbanism which assumes that "Every man takes care of himself, and the Devil takes the hindermost," And the Devil did take the hindermost unless some form of human benevolence intervened. However praiseworthy human benevolence may be, though, it is sentimentally based and often morally motivated. Nor does it extend any substantial promise for people of minimal means when they think of the future. With the spread of urbanism, increasing numbers in the world population did find themselves in a condition of economic uncertainty with respect to the present and the prospect of insecurity when they look ahead.
