ABSTRACT

The Intensive Supervision and Surveillance Programme (ISSP) is the most robust community programme available in England and Wales for young people who offend. It is targeted at young people who persistently offend, or those who have committed more serious offences. It can be used for those who are on community sentences or on bail, or for young people in the second part of a DTO. ISSPs are intended to be multi-modal and highly rigorous. They combine supervision with surveillance in an attempt to ensure programme completion and to bring structure to the young people’s lives. The goal is to ensure that the risks posed by the young people are managed, and that their needs are met and continually reassessed over time.
