ABSTRACT

Introduction There have been many agreements signed by the US Department of Energy (DOE) and the National Development Reform Commission (NDRC)1 that have slowly and unevenly institutionalized bilateral cooperation. Although there has been more than three decades of US-China energy cooperation, it is only recently that there has been a concerted US effort to create a framework for bilateral energy relations that would build capacity in China and nest the bilateral relationship in multilateral regimes.
