ABSTRACT
This paper introduces the history and reasoning that stood behind the program in the Offi ce of Economic Opportunity, for the Community Development Corporations in low-income areas. Of course, the CDC is not just an OEOfunded organization; it was a social invention of low-income neighborhoods long before OEO decided to fund such groups to carry out their own economic development programs.
