Central government advice on design and scrutiny of plan policies

This chapter brings the discussion of the development of design policies, explored in Chapter 2, up to the end of 1996. In doing this it sets the context for the analysis of design policies in development plans in Chapters 5–12, by distilling contemporary central government design advice and drawing together the multifarious circulars and Planning Policy Guidance Notes (PPGs) that discuss aspects of design.
