ABSTRACT
Climate change promises to create massive new waves of people uprooted from their homes, and is already challenging established international concepts, norms, and institutional arrangements for dealing with forced displacement. Concertedly focusing on the human rights and protection needs of those displaced will be essential to a successful response, as will a willingness on the part of governments, international organizations, NGOs and host populations to adapt to changing realities.
