ABSTRACT
The great hopes of the Libyan revolution have faded in the years since the extraordinary events of 2011. Things haven’t developed well. By mid-2017, there were three competing governments, operating in different parts of the country, in addition to many competing armed militias under no central command. It remained a tragic, complex, and uncertain situation, in which violence abounds. 1
