ABSTRACT
Chapter 7 begins with the acknowledgement of the potential for realistic crime prevention based on improved community involvement. The current situation, involving a failure by law enforcement to communicate the legitimacy of its efforts and tools and the resulting tension, must be corrected. This presents an opportunity to truly improve performance by improving communication. Our goal of learning from the legacy of Terry v. Ohio is carefully and comprehensively explored through consideration of the forms of interaction we may have with citizens: Consensual Contact, Strategic Stops, and Systemic Control. Our vision of the future includes the communication and actions necessary for the accomplishment of a more safe and free environment.
