ABSTRACT

Chapter 5 describes all the Treaty stakeholders involved in the management of seeds, their interests and their objectives. It recaps the findings of the previous book (Frison et al., 2011a) and builds on the list of 17 constraints that stakeholders had at that time identified in the Treaty implementation in order to cross-check them with the legal analysis of the Treaty. It shows how these results confirm and reinforce the conclusions of the legal analysis in Chapter 4. Finally, by putting the focus on people, stakeholders and communities, it feeds the reasoning around collective action based on the theory of the commons in the final chapter of the book.
